Amending Committee Substitute for Ordinance No. 260447, As Amended, by repealing and replacing Section 3 and enacting in its place a new Section 3 for the purpose of expanding the districts and areas permitted to operate until 5:00 a.m. with prior submittal of a security plan to the City and Kansas City Police Department by June 1, 2026.

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section A. That Committee Substitute for Ordinance No. 260447, As Amended, is amended by repealing Section 3 and enacting a new Section 3 in lieu thereof to read as follows:
Section 3. License holders operating pursuant to Section 1 and who are located in the following districts and areas are permitted to operate until 5:00 a.m. with a prior submittal of a security plan to the City and Kansas City Police Department as provided under Section 4:
(a) Central Business District as defined in Section 10-134, Code of Ordinances, with an extended western boundary of State Line Road and an extended southern boundary of the Kansas City Terminal Railway Tracks;
(b) Country Club Plaza as defined in Section 88-810-395, Code of Ordinances;
(c) Crossroads Area as defined in Section 88-810-400, Code of Ordinances; and
(d) Westport Area as defined in Section 88-810-2290, Code of Ordinances, with an extended western boundary of Clark Avenue and an extended northern boundary of 39th Street; and
(e) Zona Rosa-Barry Road Corridor boundary shall be defined as beginning at the intersection of North Congress Avenue and MO-152 Highway; extending east on MO-152 Highway to the intersection with N. Ambassador Drive; thence extending south along an extension of N. Ambassador Drive to its intersection with N. Barry Road; thence east along N. Barry Road to the intersection with N. St. Clair Avenue; thence south along N. St. Clair Avenue to N.W. 79th Street; thence west along N.W. 79th Street to N. Montclair Avenue and i...
