RESOLUTION - Establishing the City of Kansas City's major legislative priority on matters before  the Second Extraordinary Session of the First Regular Session  of the 103rd Missouri General Assembly ("2025 Special Session").

      WHEREAS, the City of Kansas City, Missouri provides major contributions to Missouri's economy through manufacturing, healthcare, energy, and other vital industries; and
	WHEREAS, unified representation through congressional districts that respect natural or political boundaries is pivotal in securing federal support, promoting bi-state cooperation, and maintaining long-term economic development; and
      WHEREAS, congressional reapportionment, commonly called redistricting, is a fundamental component of the United States' democratic process; and
      WHEREAS, historically, Missouri has adhered to the state constitutional requirement of redrawing the state's congressional districts only after a decennial US Census; and
	WHEREAS, adopting a congressional district map that further divides Kansas City will weaken the city's representation in Washington D.C., disrupt important regional initiatives, and effectively silence the voices of Kansas Citians; and
	WHEREAS, the City Council believes that a strong, united congressional voice for the urban core is critical to the future success and shared interests of Kansas Citians; NOW, THEREFORE,
	BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
	Section 1. That the City adopts the following major priority on matters that may come before the Second Extraordinary Session of the First Regular Session  of the Missouri General Assembly ("2025 Special Session"):
* Mid-decade Redistricting. Opposition to any legislative efforts to redistrict Kansas City outside of the purview of the post-decennial census including but not limited to HB 1 "Composition of Congressional Districts" and HB 2 "Composition of Congressional Districts...
