Amending Chapter 2, Code of Ordinances, "Administration", by adding a new Section 2-88 for the purpose of authorizing the City Manager to enter into severance agreements with unclassified employees; appropriating and estimating revenue in the amount of $300,000.00; and recognizing this ordinance as having an accelerated effective date.

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That Chapter 2, Code of Ordinances, "Administration" is amended by adding a new Section 2-88 to read as follows:
Section 2-88. Severance agreements with unclassified employees.
The City Manager is authorized to execute severance agreements with the employees in the unclassified service that may include payment up to an amount equal to the employee's annual salary and other benefits to be provided upon the employee's departure from the city. Such agreement shall include a release and waiver of any claims against the city, its employees, officers, and agents by the departing employee. Employees who retire or are terminated for cause shall not be eligible for severance pay or benefits under this provision. This section shall not be interpreted to create any third-party rights. The authority granted to the City Manager under this section shall sunset on April 30, 2025.
Section 2. Reducing the following appropriation in the General Fund by the following amount:
25-1000-179990-B Contingent Appropriation $300,000.00
Section 3. That the sum of $300,000.00 is appropriated from the Unappropriated Fund Balance of the General Fund to the following account:
25-1000-101022-B Severance Agreements $300,000.00
Section 4. That the City Manager is designated as requisitioning authority for Account No. 25-1000-101022-B.
