RESOLUTION - Recognizing April 2026 as Second Chance Month in Kansas City.

WHEREAS, approximately 1.8 million people in Missouri have a criminal record; and
WHEREAS, individuals with criminal records face more than 44,000 documented collateral consequences nationwide, including barriers to employment, housing, education, licensing, and civic participation; and
WHEREAS, Second Chance Month, observed each April across the United States, raises awareness of the challenges faced by justice-impacted individuals and promotes policies, programs, and practices that support successful reentry and reintegration; and
WHEREAS, providing second chances strengthens families, improves public safety, reduces recidivism, and contributes to a stronger and more inclusive local economy; and
WHEREAS, Clear Tomorrow KC, recently launched the Jordyn L. Waller Second Chance Scholarship Fund, providing educational opportunities and financial support to individuals seeking to rebuild their lives; and
WHEREAS, Kansas City continues to lead through collaborative efforts such as the Kansas City Municipal Court Community Coalition, bringing together cross-sector partners to transform the justice system and remove barriers for residents; and
WHEREAS, recognizing Second Chance Month affirms Kansas City's commitment to dignity, redemption, and opportunity for all individuals; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That the Mayor and Council hereby declare April as Second Chance Month in Kansas City; and
BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be presented to Journey to New Life, Kansas City Municipal Court, and Clear Tomorrow KC with the appreciation of the Mayor and Council for the dedication in su...
