RESOLUTION - Recognizing April as Second Chance Month in Kansas City, Missouri, and affirming the City's commitment to justice reform, rehabilitation, and reducing barriers for individuals impacted by the criminal legal system.

WHEREAS, approximately 1.8 million people in Missouri have a criminal record and nearly 95% of all people currently incarcerated will return to their communities upon release; and
WHEREAS, Missouri spends an estimated $229.1 million annually on recidivism-related expenses, highlighting the significant economic and social costs of continued involvement in the criminal legal system which can create long-term barriers to employment, housing, education, and full participation in civic life that contribute to cycles of poverty and incarceration; and
WHEREAS, Second Chance Month, observed nationally each April, raises awareness of the challenges faced by justice-involved individuals and emphasizes the importance of providing pathways to reintegration, opportunity, and dignity; and
WHEREAS, Kansas City recognizes the importance of second chances and is dedicated to fostering a fair, equitable, and inclusive justice system that prioritizes rehabilitation and restorative practices to help build stronger, safer, and more resilient communities; and
WHEREAS, the Mayor and Council are committed to reducing collateral consequences of a criminal record and involvement with the criminal legal system by supporting programs, policies, and community efforts that promote successful reentry and reduce recidivism; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
