RESOLUTION - Establishing the City Council’s funding priorities for the expenditure of Public Safety Sales Tax funds.

WHEREAS, the voters of Kansas City previously approved the renewal of the Public Safety Sales Tax in April 2025 to enhance public safety services, infrastructure, and operations throughout the city; and
WHEREAS, the City has recognized urgent short-term operational necessities, including the authorization and building of a detention center to address capacity and public safety requirements; and
WHEREAS, ongoing community growth and evolving public safety demands present additional needs and considerations, requiring the City Council to systematically prioritize and allocate future Public Safety Sales Tax funds to address critical infrastructure and operational gaps; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF KANSAS CITY:
Section 1. That the City Council hereby establishes the following order of priorities for the future allocation and expenditure of Public Safety Sales Tax funds:
(a) First Priority: The completion of a permanent municipal detention and rehabilitation program; and
(b) Second Priority: The development, completion, and operation of a community resource center and a new or rehabilitated Central Patrol Division of the Kansas City Police Department; and
(c) Third Priority: The ongoing acquisition, upgrade, and maintenance of essential public safety infrastructure and equipment not otherwise funded through general revenue sources.
Section 2. That the City Manager is directed to align future budget proposals, spending plans, and capital improvement schedules with the priority order established in this Resolution.
