RESOLUTION - Recognizing the accomplishments and perseverance of Ms. Tracie Russell on her successful completion of the KC Second Chance Reentry program and celebrating all her achievements thus far.

WHEREAS, the KC Second Chance Reentry program is a small pilot program, made possible through a partnership with the City of Kansas City's Department of Community Safety and other community organizations; and

WHEREAS, individuals returning to their communities after jail often face challenges that contribute to the likelihood of being re-incarcerated, but the KC Second Chance program and ReStart Program makes rehabilitation possible; and

WHEREAS, the KC Second Chance Reentry program's vision is to reduce recidivism, homelessness, and unemployment by improving access to and delivery of services prior to the offender leaving jail; and

WHEREAS, Ms. Tracie Russell is someone who has been involved in the municipal court system for the last few years with periods of incarceration; and

WHEREAS, since Ms. Tracie Russell has been released to the supervision of the Kansas City Municipal Court and a Corrections Re-Entry Specialist, she has remained compliant with her prescribed medications since September 2025, obtained her birth certificate and state identification, begun receiving disability benefits, been featured in a photo art exhibit by Shirley Stiles entitled The Road Home, which captures individuals and their unique stories, and continues to mend and strengthen her relationships with her family; and

WHEREAS, Ms. Russell is an excellent example of the successes associated with the KC Second Chance Reentry program and her strive for success and overall achievements from this program are commended as such; NOW, THEREFORE,

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

That the Mayor and Council hereby recognize the achievements of Ms. Tracie Russell ...
