Approving the East Village PIEA General Development Plan on approximately 24 acres generally bounded by East 8th Street on the north, East 12th Street on the south, Cherry Street on the west, and Interstate-70 on the east, and declaring said area to be blighted and in need of redevelopment and rehabilitation pursuant to the Planned Industrial Expansion Law; and authorizing tax abatement.
