Authorizing the City Manager to negotiate agreements for the stabilization and redevelopment of the property located at 1815 Paseo, Kansas City, Missouri 64108.​

WHEREAS, the Holy Ghost New Testament Church at 1815 Paseo, Kansas City, Missouri (the “Church”) is located within the 18th and Vine District carries a great deal of historic cultural significance; and

 

                      WHEREAS, in recent years, the Church has fallen into disrepair and needs substantial restoration work; and

 

                      WHEREAS, in order to preserve this historic and cultural asset and eliminate blighting influences on the surrounding area, the City acquired the Church from the Holy Ghost New Testament Church on February 9, 2026; and

 

                      WHEREAS, the City issued a Request for Proposals for roof stabilization and structure preservation for the redevelopment of the Church on June 12, 2026; and

 

                      WHEREAS, the City received one submission from Grayson and Vine Holdings, LLC; NOW, THEREFORE,

 

 ​​BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

                     Section 1. That the City Manager is authorized to negotiate agreements with Grayson and Vine Holdings, LLC, or an affiliated entity, for the stabilization and redevelopment of the Church, located at 1815 Paseo, Kansas City, Missouri 64108 and legally described as:

 

Lots 68 and 69, Block 3, except the west 25 feet in the Paseo, H. W. Armfield’s Addition, a subdivision in Kansas City, Jackson County, Missouri, according to the recorded plat thereof.
