RESOLUTION - Honoring Ms. Catharine Carter, known as Cathy, on the occasion of her retirement after 23 years and 3 months of dedicated service with the city.

WHEREAS, Cathy has served the City in the Water Services, Human Resources, General Services, and City Planning and Development Departments; and
WHEREAS, in 2002, Cathy began her employment in the Water Services Department's Organizational Development Division as an Administrative Assistant III training specialist. She moved to central Human Resources in the Education and Development Division and was promoted in 2005 to the Talent Acquisition Division; and
WHEREAS, in 2007, Cathy transferred back to Water Services supporting training for the Wastewater Treatment Plant, and then took on the role of Human Resources Liaison in the General Services Department in 2016; and
WHEREAS, in 2018, she returned to Water Services as a Training Manager and to Human Resources as a Senior HR Specialist in 2019. She served on the Human Resources Information System team and on the Compensation team; and
WHEREAS, in 2024, Cathy moved to the City Planning and Development Department in the Administration Division as an Assistant to the Director-Admin Services where she managed the employee services function and subsequentially decided to retire August 1, 2025; and
WHEREAS, Cathy served as a PeopleSoft Human Resources Functional Module Lead, enjoyed working with the wastewater plant staff, and was honored to receive an Association for Talent Development Award for the Wastewater Treatment Renewal Hour Training Program; and
WHEREAS, Cathy will always be known for her creative problem solving, her joy in working with a variety of staff, and fostering positive experiences in customer service and training. She plans to travel, enjoy family and create art in her retirement; NOW, THER...
