RESOLUTION - Directing the City Manager to rescind the Health Levy disbursement RFQ, evaluate the impact of changes to the Health Levy disbursement process on service providers, to direct staff to work with stakeholders and the Health Commission on contract performance and enforcement measures, and to evaluate a future solicitation process.

WHEREAS, on November 20, 2025, The Kansas City Health Department issued a Request for Qualifications for not-for-profit neighborhood health centers to provide essential services to uninsured, underinsured, and vulnerable populations; and

                     

WHEREAS, the Health Commission has expressed concerns regarding process changes for disbursing Health Levy funds without a full understanding of the impact such changes may have on service providers; and

                     

WHEREAS, the City Council believes it is necessary to fully evaluate the Health Levy disbursement process prior to making any changes to avoid confusion amongst service providers and prevent disruptions in access to health care for the City’s most vulnerable residents; NOW, THEREFORE,

                     

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

                     

Section 1. That the City Manager is hereby directed to rescind the Request for Qualifications issued on November 20, 2025 pertaining to Health Levy funds, and to evaluate the potential impact of changes to the Health Levy disbursement process on service providers.

 

Section 2. That the City Manager shall direct staff to work with the Health Commission and stakeholders to develop performance and enforcement measures for future Health Levy contracts.

 

Section 3.  That the City Manager is directed to evaluate promulgation of a future Health Levy procurement process.
