Accepting and approving a grant award in the amount of $418,168.33 with Missouri Department of Health and Senior Services ("DHSS") for maternal child health services and nurse home visiting; appropriating and estimating revenue in the amount of $418,168.33; designating requisitioning authority; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, DHSS has renewed funding to support Maternal and Child Health (MCH) programming and the Nurse-Family Partnership (NFP) home visiting model, combining previously separate contracts into a single FY26 contract; and

WHEREAS, the combined contract supports MCH system-building activities and NFP nurse home visits that guide first-time parents on prenatal care, early childhood development, parenting, and connections to community resources; and

WHEREAS, these services improve maternal health and birth outcomes, enhance early childhood development, strengthen family stability, and reduce disparities for high-risk populations; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That a contract between the City of Kansas City and the Missouri Department of Health and Senior Services whereby DHSS will provide funding to support maternal and child health programming and the Nurse-Family Partnership home visiting model from October 1, 2025 through September 30, 2026, for an amount not to exceed $418,168.33 is hereby accepted and approved. A copy of the agreement, in substantial form, is on file with the Director of Health.

Section 2. That revenue in the following account of the Health Grants Fund is hereby estimated in the following amount:

26-2480-500001-472470-G50MCH26 Maternal Child Health Services $418,168.33

Section 3. That $418,168.33 is hereby appropriated from the Unappropriated Fund Balance of the Health Grants Fund in the following accounts:
