RESOLUTION - Directing the City Manager to work with the Economic Development Corporation of Kansas City, Missouri, to prepare and present within 90 days a proposed City-initiated proactive tax increment financing plan for Prospect Avenue between East 9th Street and East Gregory Boulevard; and directing the City Manager to identify and apply for other available funding to support economic development and redevelopment within that area.

WHEREAS, the City Council, by Resolution No. 250148, approved the ProspectUS Equitable Transit Oriented Development Strategic Plan as a strategic redevelopment and implementation framework along the Prospect Avenue Corridor between 75th Street to the south and 12th Street to the north, along 12th Street between Prospect Avenue to the east and Wyandotte Street to the west, and within areas generally located one-half mile from the described corridors; and
WHEREAS, Prospect Avenue has long served as an important commercial, residential, and transportation corridor in Kansas City; and
WHEREAS, the City recognizes the importance of preserving and strengthening the neighborhoods, businesses, housing, public infrastructure, and community assets located along Prospect Avenue; and
WHEREAS, although the ProspectUS Equitable Transit Oriented Development Strategic Plan addresses a broader geographic corridor, the City Council desires that the evaluation and funding efforts directed by this resolution be limited to Prospect Avenue and properties located directly along Prospect Avenue between East 9th Street and East Gregory Boulevard; and
WHEREAS, concentrating redevelopment resources along Prospect Avenue itself may promote coordinated and visible reinvestment along the principal commercial and transportation spine of the surrounding neighborhoods; and
