Accepting and approving a four-year grant award for $6,419,475.00 from the U.S. Department of Housing and Urban Development that provides funding for the Health Department Lead Safe KC Program to identify and remediate lead paint hazards in homes of low-income families with children; appropriating and estimating revenue in the amount of $6,419,475.00; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, lead poisoning is the number one environmental hazard for children, with known adverse effects that can lead to lifelong health issues, including brain damage, cardiovascular damage, high blood pressure, nerve damage, speech delays, seizures, and even death, particularly in homes built before 1978 where children are exposed to deteriorating lead paint; and

WHEREAS, the Childhood Lead Poisoning Prevention/Healthy Homes Program, through new funding, will continue to offer critical health protections by providing free and low-cost lead paint identification and remediation, as well as minor home repairs in low-income households with young children, thereby reducing the risk of lead exposure and improving the health of Kansas City residents; and

WHEREAS, this program is expected to remediate 170 homes and provide lead abatement and safety training to 100 low-income residents, directly enhancing the health and safety of children and families in Kansas City by addressing the root cause of lead poisoning and preventing future harm; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1.
