RESOLUTION - Updating the City of Kansas City, Missouri's Annual Federal Legislative Priorities to include support for the passage of the Safeguard American Voter Eligibility (SAVE) Act and expressing the City's support for strengthening election integrity by ensuring that only eligible United States citizens are registered to vote in federal elections.

WHEREAS, the City of Kansas City annually adopts a Federal Legislative Priorities agenda to communicate the City's policy priorities to the President of the United States, the United States Congress, and the Missouri Congressional Delegation; and

WHEREAS, the City Council may amend or supplement its Federal Legislative Priorities during the year to address emerging federal legislative matters of importance to the City; and

WHEREAS, the City of Kansas City recognizes that free, fair, secure, and transparent elections are fundamental to representative government and public confidence in the democratic process; and

WHEREAS, federal law limits voting in federal elections to United States citizens, making the verification of citizenship an important component of election administration; and

WHEREAS, the Safeguard American Voter Eligibility (SAVE) Act has been introduced in Congress to establish uniform federal requirements for documentary proof of United States citizenship when registering to vote in federal elections and to strengthen procedures for maintaining accurate voter registration records; and

WHEREAS, supporters of the SAVE Act contend that these measures will enhance public confidence in election outcomes by reinforcing safeguards designed to ensure that only eligible citizens are registered to vote in federal elections; and
