Adopting a road diet implementation plan and process by the Public Works Department; and that the Public Works Department shall explore and identify opportunities to utilize micro surfacing to enhance the efficiency of road diet strategies in support of the Vision Zero program goals.

WHEREAS, the City Council recognized Vision Zero as the endorsed approach toward reaching this goal through Resolution No. 200019 in May 2020; and
WHEREAS, part of Vision Zero road diets are an effective traffic calming implementation; and
WHEREAS, the City Council directed staff to conduct a citywide road diet analysis through Resolution No. 230618 in August 2023; and
WHEREAS, staff has identified a listing of potential streets which would make good candidates for a road diet; and
WHEREAS, the potential streets have been vetted by staff using criteria including but not limited to the scheduled resurfacing program, streets which are four or more lanes undivided, corridors identified as part of High-injury network; traffic volumes; existing studies and developable areas; and
WHEREAS, the next step in the process will be to begin community engagement for candidate streets and road diet streets whenever they overlap with the resurfacing program; and
WHEREAS, staff plans to review potential streets for road dieting every five years and present an updated plan to Council, NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That a road diet implementation plan and process by the Public Works Department is adopted.
Section 2. That the Public Works Department shall explore and identify opportunities in the implementation plan and process to utilize micro surfacing to enhance the efficiency of road diet strategies in support of the Vision Zero program goal...
