Supporting the Illuminate KC initiative to relight Kansas City landmarks, authorizing the City Manager to enter into a license agreement with Gray Local Media, Inc. dba KCTV.

WHEREAS, the Illuminate KC initiative has sustained lighting efforts throughout the City, helping many of Kansas City's brightest gems shine again, including the 18th and Vine Jazz District, Bartle Hall, Waldo Tower, and continues to review opportunities to support lighting efforts for Kit Bond Bridge and other areas; and

WHEREAS, strategic illumination of distinctive buildings celebrates our architectural heritage while creating visual landmarks that improve wayfinding for residents and visitors alike; and

WHEREAS, advances in energy-efficient LED technology and smart lighting controls now enable dramatic illumination with minimal environmental impact, creating opportunities to increase the energy efficiency of lighting across Kansas City; and

WHEREAS, the KCTV Transmission Tower (the "Tower") has been a staple of Kansas City's skyline for nearly seven decades, and was formerly illuminated to stand as a beacon of the City day and night; and

WHEREAS, the City of Kansas City will host the FIFA World Cup in 2026, and looks forward to continued opportunities to host major events that lead to increased tourism and spur Citywide economic growth, and the Tower has long served as a critical landmark for residents and visitors alike; and

WHEREAS, the Illuminate KC initiative has targeted the Tower as a key point of activation prior to the World Cup and other key events, and has worked alongside Burns & McDonnell Engineering, Inc., Precisions Communications, LLC, and KCTV5 to develop a plan to capitalize on this opportunity for Kansas City to shine; and
