Amending Chapter 18, Article II, Code of Ordinances, by repealing Section 18-40 entitled "Adoption of International Building Code (2018); amendments" and enacting in lieu thereof a new section of like number and subject matter that requires a universal changing station in family or assisted-use toilet and bathing rooms in the new construction of certain assembly and commercial buildings.

WHEREAS, older children and adults with special needs may require toilet and dressing assistance in public restrooms; and
WHEREAS, as public restrooms often lack universal changing stations, caregivers may be forced to provide toilet and dressing assistance on restroom floors, which are often unsanitary and uncomfortable. This experience can be embarrassing and dehumanizing for someone already in need of assistance; and
WHEREAS, a universal changing station provides a comfortable, safe, and secure space for caregivers and persons with special needs. It also makes outings with loved ones who need assistance less challenging and public spaces more welcoming; and
WHEREAS, this ordinance would require a universal changing station in family or assisted use toilet or bathing rooms in the new construction of certain assembly and commercial buildings; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That Chapter 18, Article II, Code of Ordinances of the City of Kansas City, Missouri, is hereby amended by repealing Section 18-40 and enacting, in lieu thereof, a new section of like number and subject matter, to read as follows:
