WHEREAS, Ordinance No. 250890 appropriated $22,000,000.00 from the Public Safety Sales Tax Fund for the construction of a Temporary Modular Detention Facility; and

WHEREAS, Committee Substitute for Ordinance No. 251070 appropriated an additional $3,830,000.00 for the construction of the Front Street Detention Facility; and

WHEREAS, the City has ongoing rehabilitation and detention needs that require a permanent solution beyond temporary modular facilities; and

WHEREAS, based on expert review, the Front Street site can facilitate the size of a permanent detention program; and

WHEREAS, based on expert review, the Front Street site will save substantial sums in the millions of dollars in site preparation at the Front Street site; and

WHEREAS, the City already has identified an alternative location for tow operations on land to be used for detention; and

WHEREAS, expanding the existing Front Street Detention Facility into a larger, permanent facility would provide cost efficiencies and address the City's long-term detention capacity needs; and

WHEREAS, Council desires to direct the City Manager to take immediate action to secure agreements necessary for the expansion and development of a permanent detention facility; NOW, THEREFORE,
