Declaring an area of about 164 acres generally bounded by 27th Street on the north, Prospect Avenue on the east, Linwood Boulevard on the south, and Woodland Avenue on the west, and excluding Spring Valley Park to be a blighted and insanitary area in need of redevelopment and rehabilitation pursuant to the Land Clearance for Redevelopment Authority law and approving the Urban Renewal Plan for the same, said plan to be known as the Key Coalition Urban Renewal Plan.
