RESOLUTION - Approving an amendment to Briarcliff/ Winnwood Area Plan by changing the recommended land use from institutional to residential high density, on about 6 acres in an area generally located on the south side of N.E. Englewood Road, between N. Highland Avenue on the east and N. Flora Avenue on the west. (CD-CPC-2025-00117)

WHEREAS, on June 18, 2009, the City Council by Resolution No. 090442 adopted the Briarcliff/ Winnwood Area Plan; and
WHEREAS, after further review it has been deemed appropriate to amend the Briarcliff/ Winnwood Area Plan as it affects the area of approximately 6 acres in an area generally located on the south side of NE Englewood Road, between N. Highland Avenue on the east and N. Flora Avenue on the west by changing the recommended land use from institutional to residential high density; and
WHEREAS, the City Plan Commission considered this amendment to the Briarcliff/ Winnwood Area Plan on October 7, 2026; and
WHEREAS, after all interested persons were given an opportunity to present testimony, the City Plan Commission did, on October 7, 2026, recommend approval of the proposed amendment to the Briarcliff/ Winnwood Area Plan to the City Council; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section A. That the Briarcliff/ Winnwood Area Plan is hereby amended as to the Residential High Density for that area described above by changing the recommended land use from Institutional to Residential High Density.
Section B. That the amendment to the Briarcliff/ Winnwood Area Plan is consistent and complies with the KC Spirit Playbook, adopted on April 20, 2023, by Resolution No. 230257, and is adopted as a supplement to the KC Spirit Playbook.
Section C. That the Council finds and declares that before taking any action on the proposed amendment hereinabove, all public notices have been given and hearings have been held as required by law.
