Accepting a $150,000.00 grant award from the Missouri Highways and Transportation Commission, as part of its Congestion Mitigation and Air Quality Program, to fund the purchase of electric vehicle charging infrastructure and hybrid or electric vehicles; estimating and appropriating revenue in the amount of $150,000.00; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the Infrastructure Investment and Jobs Act (IIJA), Title 23 United States Code (USC) ?149 authorizes the funding of projects providing for congestion mitigation and air quality (CMAQ); and

WHEREAS, from funds it received from the Federal Highway Administration, the Missouri Highways and Transportation Commission has awarded the City a $150,000.00 grant to support the City's electric vehicle charging infrastructure, which the City will additionally support through its required local grant matching contribution of $37,500.00; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Director of the Neighborhood Services Department is authorized to accept a $150,000.00 grant from the Missouri Highways and Transportation Commission, as part of its Congestion Mitigation and Air Quality Program, for the purpose of purchasing electric vehicle charging infrastructure and hybrid vehicles to expand the current fleet and network of the region. The Director of the Neighborhood Services Department is also authorized to execute a grant agreement with the Missouri Highways and Transportation Commission to govern the administration of the grant funds and City's required matching contribution of $37,500.00 described in Section 5, below. A copy of the grant agreement is on file with the Director of the Neighborhood Services Department and is approved in substantial form.
