RESOLUTION - Recognizing and honoring Octavio "Chato" Villalobos for his dedicated service to the Kansas City community, his advocacy for the Hispanic/Latinx community, and his retirement from the Kansas City, Missouri Police Department after 26 years of distinguished service.

WHEREAS, Officer Villalobos faithfully served the residents of Kansas City for more than 26 years through assignments in East Patrol, the Fraud Unit, the Violent Crimes Division, and the Community Engagement Division; and
WHEREAS, for the last 20 years of his career, Officer Villalobos served at the Westside Community Action Network (Westside CAN Center), where he became a trusted advocate, mentor, and bridge between law enforcement and the community; and
WHEREAS, Officer Villalobos championed community policing practices and supported efforts to strengthen representation within law enforcement, helping build trust between immigrant communities and public safety agencies; and
WHEREAS, Officer Villalobos received numerous recognitions for his service and leadership, including the KC Chiefs Hometown Hero Award, the Royals Buck O'Neil Legacy Award, the Guadalupe Center Thomas Purcell Award, the Downtown KC Urban Hero Award, and the Westside Housing Community Partner Award; and
WHEREAS, Officer Villalobos also served on the Mayor's Executive Protection Detail and, in partnership with Mattie Rhodes Center, helped develop and coordinate two Spanish-language Citizens Police Academies to provide crime prevention education and information about KCPD services to Spanish-speaking residents; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That the Mayor and Council hereby honor and recognize Octavio "Chato" Villalobos for his outstanding dedication, leadership, and unwavering commitment to the people of Kansas City and the Hispanic/Latinx community; and
