RESOLUTION - Directing the City Manager to implement recommendations of the Health Commission by retaining the current Safety Net Provider network, establishing enhanced accountability and reporting requirements, and conducting a competitive solicitation for the Health Levy Innovation Fund to identify additional eligible safety net providers.

WHEREAS, on January 8, 2026, City Council adopted Resolution No. 260026, which directed the City Manager to evaluate the impact of changes to the Health Levy disbursement process, engage with stakeholders, and evaluate potential changes to the procurement process in the future; and
WHEREAS, the Health Commission’s Subcommittee on Safety Net Providers has made recommendations for modifications to the Health Levy Innovation Fund disbursement process; and
WHEREAS, the Request for Qualification for the Health Levy Innovation Fund will allow the City to better assess the full scope of eligible safety net providers in the City; and
WHEREAS, on August 24, 2026, the full Health Commission unanimously adopted the subcommittee’s recommendations; and
WHEREAS, the City Council believes the recommendations are in the best interest of the public health of Kansas City residents; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That the City Manager is directed to coordinate with the Health Department to adopt the following recommendations from the Health Commission:
Modify the scope of the Health Levy Innovation Fund to be “open to patient care” and conduct a competitive solicitation, with preference given to providers not currently receiving Health Levy funds;
Develop and implement requirements related to accountability, reimbursement-based funding, and ZIP code-level data reporting for all Safety Net Provider contracts; and
Retain the current Safety Net Provider network while implementing updated contractual requirements.
