Authorizing the Director of Public Works to execute a Professional Services Agreement with ETC Institute in an amount of $717,753.00 for consultant services in the Kansas City Streetcar Main Street Extension project; recognizing compliance with the Federal Transit Administration's requirements, rules, and regulations; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the Kansas City Streetcar Main Street Extension project is awarded Federal funding through the Federal Transit Administration's Capital Investment Grants (CIG) program pursuant to Ordinance No. 201006; and

WHEREAS, the project deliverables include a Federally required Before and After Study of transit service levels and ridership; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the Director of Public Works is hereby authorized to execute a $717,753.00 Professional Service Agreement with ETC Institute to conduct the Before and After Study as part of the KC Streetcar Main Street Extension Project, from funds previously appropriated to the following accounts:

AL-3449-895990-B-89022014 Main Street Extension $717,753.00

A copy of the contract is on file in the Public Works Department.

Section 2. That, notwithstanding any provision in the contracts to the contrary, the consultant agreement authorized by this ordinance must comply with all Federal Transit Administration (FTA) requirements, rules, and regulations which are incorporated as applicable into the contracts by reference.

Section 3. This ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter in that it appropriates money, and shall take effect in accordance with Section 503, City Charter.
