Directing the City Manager to make necessary changes to the City’s detention operations to ensure separation of powers from the judicial branch and executive branch; directing the City Manager to provide an update on the City’s detention operations; and directing the City Manager to report back to the City Council by February 3, 2022.

WHEREAS, the City has inadequate opportunities for rehabilitation and detention services including substance abuse treatment, mental health and public safety; and
WHEREAS, this is a long-term problem that must be addressed; and
WHEREAS, in the interim, the City must make changes to ensure separation of powers from the judicial and executive branch; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That the City Manager is directed to make necessary changes to the City’s detention operations to ensure separation of powers from the judicial branch and executive branch; directing the City Manager to provide an update on the City’s detention operations; and directing the City Manager to report back to the City Council by February 3, 2022.
