Amending Chapter 2, Code of Ordinances, by repealing Section 2-41, Council districts, and enacting in lieu thereof a new section of like number and subject matter that adopts Map 8.4.5, as modified; and directing the City Manager to prepare appropriate legal descriptions of each district reflected on the map for filing with City Clerk.

WHEREAS, the Redistricting Commission was asked to recommend to City Council a new map reflecting new boundaries for the City's six council districts; and

WHEREAS, the Redistricting Commission met weekly, holding twelve public meetings, which were available to the public in person and online; and

WHEREAS, the Redistricting Commission held five Community Impact Meetings at different locations throughout the City for the purpose of soliciting feedback from all Kansas City residents; and

WHEREAS, the Redistricting Commission received hundreds of pieces of feedback or comments from the public, receiving two hundred and four comments through the Redistricting Commission's Online Feedback Form; and

WHEREAS, the Redistricting Commission reviewed and discussed forty-one iterations of maps reflecting possible district boundaries; and

WHEREAS, on November 22, 2021, after extensive discussion and deliberation, the Redistricting Commission voted to recommend Map 8.4.3 to the City Council for approval; and

WHEREAS, Map 8.4.5 as modified is similar to Map 8.4.3, except that it avoids splitting the Blue Hills Neighborhood into two separate council districts and allows roughly 100 residents who are located between Brush Creek and Emanuel Cleaver II Boulevard, from Oak Street to Troost Avenue, to remain in the fourth district and connected to other homes within their neighborhood; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That Map 8.4.5, modified by moving the boundary between the fourth and sixth districts between Oak Street and Troos...
