Authorizing the Director of Public Works to execute a design-build contract with MegaKC in the amount of $1,384,000.00; for improving the six (6) intersections throughout the City as part of Vision Zero initiative; authorizing the Director of Public Works to enter into contract changes up to including twenty percent (20%) of the original contract price; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, on May 14, 2020, the Council expressed support of the Vision Zero initiative and adopting a goal of eliminating traffic deaths and serious injuries by the year 2030 through Committee Substitute for Resolution No. 200019; and
WHEREAS, Resolution No. 20019 directed a Vision Zero Task Force be formed to create and implement a Vision Zero Action Plan; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the Director of Public Works is hereby authorized to execute an agreement with MegaKC for design-build contract for implementing the Vision Zero Action Plan at six (6) intersections, with a total contract price of $1,384,000.00 from funds previously appropriated to the following accounts:
22-3090-897080-B-89008533 Vision Zero Fund $ 434,000.00
22-3090-895917-B-89008896 Vision Zero Intersections 950,000.00
TOTAL: $1,384,000.00
A copy of the contract is on file in the office of the Director of Public Works.
Section 2. Authorizing the Director of Public Works to enter into contract changes up to including twenty percent (20%) of the original contract price.
Section 3. That the Civil Rights Equal Opportunity Department to assure fair representation by socially and economically disadvantaged groups, approved for this project, a fifteen percent (15%) representation by Minority Owned Businesses and ten percent (10%) representation by Women Owned Businesses.
Section 4. That this ordinance, relating to the design, repair, maintenance or construction of a public improvement, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(D) of the City Charter and shall take effect in accordance with Section 503, City Charter.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
