Authorizing the acceptance of a $80,000.00 grant from the Jackson County COMBAT program to fund the Kansas City Municipal Court Truancy Court Program; estimating and appropriating $80,000.00 from the Jackson County COMBAT grant to fund the Kansas City Municipal Court Truancy Court Program; designating requisitioning authority; authorizing the Court Administrator to execute a Limited Term Contract for a part-time Case Manager for the Truancy Intervention Program with funds from Account No. 22-2580-275802; and recognizing an accelerated effective date.

WHEREAS, the purpose of the Kansas City Municipal Truancy Court is to ensure that children between the ages of 7 and 17 are in school as mandated by law, the Truancy Intervention Program (TIP) is designed to improve the school attendance of youths who are referred to the program by their school districts and to empower parents and guardians who were cited for their children not attending school as directed under the compulsory law while giving resources to the families as needed; and

 

                     WHEREAS, through this program referrals are made to community agencies but due to extreme economic deprivation of program participants, many cannot afford needed services. COMBAT grant funding will pay for services that participants would not have received otherwise to increase program success and reduce violent risk factors; and

 

WHEREAS, with the COMBAT grant funding, the Municipal Court will serve up to 300 Truancy Court participants and employ a Case Manager to work specifically with Truancy Court parents, guardians and children by identifying and addressing barriers and root causes of truant behavior and providing field-based case management services, linkages, resource and follow-up services to families who choose to participate in the program rather than receive imposed sanctions by the judge; and

 

WHEREAS, the part-time Case Manager will provide field-based wrap-around case management and referral services to Truancy program parents and children who are in violation of the Missouri Compulsory Attendance Law and are referred to the Truancy Court by the school district. The Case Manager will serve as a point of contact for the participants, community providers, truancy team and the Truancy Judge; and

 

WHEREAS, Truancy Court Intervention Program services include but are not limited to anger management and parenting classes for parents and guardians in need of those services; service referrals for children acting out in school, at home or displaying aggressive behaviors or experiencing trauma; mental health and drug addiction; school supplies and hygiene kits to families if needed; and weekly contact with the Case Manager; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

                     Section 1. That the Court Administrator, on behalf of the City of Kansas City, Missouri, is authorized to accept an $80,000.00 grant from the Jackson County COMBAT program to fund the Kansas City Municipal Court Truancy Court Program.

 

                     Section 2. That the revenue in the following account of the Inmate Security Fund is hereby estimated in the following amount:

 

22-2580-270001-480165                                           Jackson County COMBAT Grant                                          $80,000.00

 

                     Section 3. That the sum of $80,000.00 is hereby appropriated in the following accounts of the Inmate Security Fund:

 

22-2580-275802-A-G27JCCMT22                     Jackson County COMBAT Grant                                                  $61,862.00

22-2580-275802-B-G27JCCMT22                     Jackson County COMBAT Grant                                                     18,138.00

                                                                                                                              TOTAL                                                                                          $80,000.00

 

 Section 4. That the Administrator of Municipal Court is designated requisitioning authority for Account No. 22-2580-275802.

 

                     Section 5. That the Court Administrator is authorized to execute a Limited Term Contract in the amount of $80,000.00 for a part-time Case Manager for the Truancy Intervention Program with funds from Account No. 22-2580-275802, Jackson County COMBAT Grant.

 

                      Section 6. That this ordinance, appropriating money, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter and shall take effect in accordance with Section 503, City Charter.
