WHEREAS, Section 84.730 of the Revised Statutes of Missouri directs the Board of Police Commissioners of Kansas City, Missouri (Board) to prepare and certify its annual budget to the City of Kansas City, Missouri (City); and

 

WHEREAS, absent certification of a lesser amount on the part of the Board, section 84.730 of the Revised Statutes of Missouri directs the City to appropriate no less than twenty percent (20%) of its general revenue to the Board; and

 

WHEREAS, the City Manager’s FY 2022-23 proposed budget allocates $269,133,768.00 of City funding to the Board;

 

WHEREAS, the City Manager’s FY 2022-23 proposed budget funds a Community Policing and Prevention Fund to make additional funding, beyond that required by state law, available to the Board to undertake certain community and policing priorities; and

 

WHEREAS, of the $269,133,768.00 total appropriated to the Board in the FY 2022-23 proposed budget, approximately $33,360,919.00 will be held in the Community Policing and Prevention Fund for the exclusive use of the Board on community and policing priorities identified by City Council; and

 

WHEREAS, by a letter dated January 21, 2022 (the “Letter”), the Kansas City Police Department (Department) identified several initiatives by which it could make use of the funding in the Community Policing and Prevention Fund; and

 

WHEREAS, the City desires to fund certain initiatives identified in the Letter by the Chief of Police and other policing priorities established by City Council; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Community Policing and Prevention Fund in the Proposed Budget for Fiscal Year 2022-23 based on funds available in the City’s General Fund is $33,360,919.00. 

 

Section 2.  That the City of Kansas City, Missouri establishes its expectation regarding the use of funds appropriated to the Board of Police Commissioners of Kansas City, Missouri from the Community Policing and Prevention Fund, pursuant to funding requested by the Department in excess of statutory mandate, and that such appropriation shall fund the following initiatives:

 

a)                     Hiring of at least 88 new officers with a focus on diversity

recruitment                                                                                                                                                                        $4,000,000.00

b)                     Salary increases                                                                                                                                                   $5,152,653.00

c)                     Dedicated patrol and community outreach staff                                                               $4,278,763.00

d)                     Establishment of Community Action Network (CAN) Centers in

East Patrol and Metro Patrol                                                                                                                               $400,000.00

e)                     Full-time dedicated Crisis Intervention (CIT) officers                                          $550,228.00

f)                     9-1-1 Call Takers and Communications Unit operations                                          $6,570,400.00

g)                     Violent Crimes Division victim and witness support services                      $7,000,000.00

h)                     Special Operations Division and Traffic                                                                                     $2,588,875.00

i)                     Police Crime Laboratory including DNA Detection Software                     $2,000,000.00

j)                     Dedicated School Resource Officers (SRO) for Public Schools in

Kansas City                                                                                                                                                                        $320,000.00

k)                     Enhanced publicly available data reporting in conjunction with

Resolution 200575                                                                                                                                                   $200,000.00

l)                     Enhanced cell phone analytical software and support                                           $300,000.00

                                                                                    

Section 3.  That the Board also is requested to continue the expansion of recruitment efforts of officers from historically underrepresented groups, to engage with the Department of Justice-supported Community Safety Partnership crime prevention program, and to coordinate with the City of Kansas City, Missouri in evaluation of grant opportunities that can reduce local taxpayer obligations. 

 

Section 4.  That the Board is requested to present on its use of Community Policing and Prevention Funds in Section 2 during the first six months of the fiscal year, as well as present its plan for the last six months of the fiscal year.

 

Section 5.  The City Auditor is directed, with notice to the Board and authority granted to him under Section 84.350.2 RSMo., to schedule and conduct an audit of the Board’s efforts to meet the expectations of the City outlined in Sections 1 and 2 of this ordinance and report to the Council as soon as practical after the end of each fiscal quarter.

 

Section 6.  The City Auditor is directed, with notice to the Board and authority granted to him under Section 84.350.2 RSMo., to schedule and conduct an audit of the Department agencies or divisions regarding the use of funds outlined in Sections 1 and 2 of this Ordinance and shall report the audit results to the Council on or before February 2, 2023.

 

Section 7.  That the City Clerk is directed to send a certified copy of this ordinance to the Board within 10 days of its adoption.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
