RESOLUTION - Directing the City Manager, in collaboration with the City's Lesbian, Gay, Bisexual, Trans and Queer ("LGBTQ") Commission, to develop a plan that addresses the housing and shelter concerns, needs and options for persons who are houseless and LGBTQ in Kansas City, with the goal of promoting equality for such persons and all unhoused persons in Kansas City.

WHEREAS, the City continually strives to address houselessness in a comprehensive manner, and to promote equality in the availability of resources and intervention and prevention strategies for unhoused persons in Kansas City; and

WHEREAS, research has shown that LGBTQ persons are disproportionately vulnerable to and affected by houselessness, with various studies showing LGBTQ persons are more likely than the general population to have experienced houselessness, that LGBTQ youth are reported to be houseless for longer periods than non-LGBTQ youth, and that unhoused, LGBTQ youth are reported to be in worse mental and physical health than unhoused, non-LGBTQ youth; and

WHEREAS, the City Council established in December 2020, via Ordinance No. 200907, the Kansas City Lesbian, Gay, Bisexual, Trans and Queer ("LGBTQ") Commission to serve as an advisory body to the Mayor, City Council and City Manager on LGBTQ matters and to recommend legislation, policies, programs, procedures or administrative actions that advance the social, economic and political equality for LGBTQ persons and oppose those that do not make the City a better place for all to live; and

WHEREAS, the City Council desires further investigation and planning concerning the availability of intervention and prevention strategies and resources for unhoused, LGBTQ persons, with the goal of promoting equality for such persons and all unhoused persons in Kansas City; NOW, THEREFORE,
