RESOLUTION - Directing the City Manager to negotiate with Jackson County to partner in providing effective rehabilitation and detention services in the Jackson County New Detention Center Campus; and to present a status report to Council within thirty days.

WHEREAS, the City has contracts with Johnson County, Missouri and Vernon County Missouri to provide detention services; and
WHEREAS, the City has inadequate opportunities for rehabilitation and detention services including substance abuse treatment, mental health and public safety; and
WHEREAS, the purpose of a City rehabilitation and detention center is to deter and prevent future harm; and
WHEREAS, the purpose of a City rehabilitation and detention center is also to provide comprehensive programming that aids in breaking the cycle of addiction and poverty; and
WHEREAS, the City needs to have a long-term solution to provide opportunities for
rehabilitation and detention services including substance abuse treatment, mental health and public safety; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Manager is directed to negotiate with Jackson County to partner in providing effective rehabilitation and detention services in the Jackson County New Detention Center Campus.
Section 2. That the City Manager is directed, in collaboration with the City Council and the Jackson County Legislature, to present a status report to the Council relating to the joint efforts of the City and County to construct and operate a jail within 30 days of the effective date of this resolution.
Section 3. That the City Manager and Mayor will appoint staff and City Council member to a joint City and County Steering Committee for the construction and operation of the jail.
