RESOLUTION - Directing the City Manager to perform an evaluation of the city’s solid waste needs, including potential alternative solutions; expressing opposition to any proposed future solid waste or demolition material landfill, or any solid waste or demolition material transfer station until such review is completed; and imposing a moratorium during the pendency of this evaluation on the approval of any permits, plan review, project plans, and zoning changes for such landfills or transfer stations.

WHEREAS, the City Council of Kansas City, Missouri has recently taken action to address the City’s solid waste needs and reduce the need for and impact of landfills, including but not limited to Ordinance 220383 (appropriating additional funding for recycling, bulky item and composting programs), Ordinance 220937 (Citywide Business Plan, which contemplates strategies for addressing City needs with respect to solid waste, recycling and pollution generally), and Ordinance 220226 (updating the Air Quality Ordinance); and

 

WHEREAS, recent news reports suggest that a developer may be considering applying to the City of Kansas City, Missouri to locate a landfill in the southeastern portion of the City; and

 

WHEREAS, no application for such development has been made to the City of Kansas City to date, but the Cities of Raymore, Belton, Grandview and Lee’s Summit have all passed resolutions objecting to such development; and

 

WHEREAS, the location of a landfill at the reported site would have long-term impacts on surrounding areas and municipalities; and

 

WHEREAS, the City Council desires that the City Manager undertake an evaluation of the City’s needs with respect to landfills and transfer stations as well as provide alternative potential solutions and wishes to express its opposition to the consideration of a landfill or transfer station at this time and until such review is completed; NOW THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KANSAS CITY:

 

Section 1. This City Council of Kansas City, Missouri opposes the establishment of a landfill or transfer station in southeast Kansas City, or at any location, at this time.

 

Section 2.  The City Council further directs the City Manager to provide a written report to the City Council at a future business session that details the City’s future needs with respect to solid waste as well as providing potential alternative solutions.

 

Section 3.  The City Manager shall report back to the City of Kansas City, Missouri regarding the above within six (6) months of this resolution’s effective date.

 

Section 4.   That the City Council hereby declares that there is a moratorium during the pendency of this evaluation,  as described in Section 2, on the approval of any permits, plan review, project plans, and zoning changes, where the subject matter of the project is a proposed demolition debris landfill, solid waste separation facility or transfer station.
