Accepting funds allocated by the National League of Cities for its City Inclusive Entrepreneurship Grant, in the amount of $15,000.00, to support the implementation of Hispanic/Latinx Business Owners’ Commitment; authorizing agreement with the National League of Cities to govern administration of such grant; estimating revenue and appropriating $15,000.00 in the National League of Cities Institute City Grant Fund; designating requisitioning authority; recognizing this ordinance as having an accelerated effective date; and directing the Neighborhood Services Department to report to Council six months after the passage of this ordinance.

WHEREAS, the City of Kansas City, Missouri is committed to adopting policies, programs and practices that give underrepresented entrepreneurs more equitable opportunities for business formalization and sustainable growth; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Director of Neighborhood Services is authorized to accept a $15,000.00 City Inclusive Entrepreneurship Grant from the National League of Cities to support the implementation of Hispanic/Latinx Business Owners’ Commitment. Such commitment includes identifying 2-3 institutional or programmatic barriers standing in the way of Hispanic entrepreneurs starting, growing or sustaining a business in their community, and making at least one reform to process, policy, or program, based on the recommendation of programmatic experts and local leaders that specialize in working with Hispanic business owners.

 

Section 2. That the Director of Neighborhood Services is authorized to execute, on behalf of the City, a grant agreement with the National League of Cities to govern the administration of the grant. A copy of the grant agreement is on file with the Director of the Neighborhood Services Department.

 

Section 3. That the revenue in the following account of the National League of Cities Institute City Grant Fund is hereby estimated in the following amount:

Section 4. That $15,000.00 is appropriated the following account:

 

23-2580-575011-B-G57NLC                         National League of Cities Institute                             $15,000.00

 

Section 5. That the Director of Neighborhood Services is hereby designated as requisitioning authority for Account No. 23-2580-575011-B-G57NLC.

                    

Section 6.  That this ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(D) of the City Charter and shall take effect in accordance with Section 503, City Charter.

 

Section 7. That, six months after the passage of this ordinance, the Director of Neighborhood Services or their designee is directed to report to Council concerning research findings pursuant to the above grant, the status of City’s performance of grant obligations, and any policy recommendations for small businesses that may be drawn from knowledge gained as a result of this grant.
