RESOLUTION - Establishing a commission, ten members to be appointed by the Mayor, to research and recommend to the Mayor and City Council alternatives to incarceration, with the goal of informing the number of jail beds that are needed and to be built by the City in coordination with Jackson County, Missouri; and the Commission shall report  to Council within  thirty days of the passage of this resolution.

                     BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1.  That a commission, members to be appointed by the Mayor, to research and recommend to the Mayor and City Council alternatives to incarceration is hereby established with the goal of informing the number of jail beds that are needed and to be built by the City in coordination with Jackson County, Missouri.

 

Section 2.  That the Commission shall be comprised of ten qualified members who have experience or knowledge of incarceration, rehabilitation, mental health issues or the alternatives to incarceration.  The Commission shall consist of the following members:     

 

                     City of Kansas City, Missouri’s  Administrator of Corrections; 

                     One member of Decarcerate KC;

                     One Municipal Court Judge;

                     One formerly incarcerated person who now works in alternative to incarceration programs (such as UMKC’s Clean My Record; Operation Liberation; KC Community Bail Fund); KC Metropolitan Crime Commission’s Second Chance Risk Reduction Center;

                     One member from victim advocacy group such as MOSHA;

                     One representative from Legal Aide;

                     One representative from Racial Justice organization (such as NAACP or Urban League);

                     One Councilmember from majority minority council district;

                     One member from Social Justice organization; and

                     One member with experience in local government, management of a local correction facility and creation of alternative to incarceration programs.

 

Section 3.  That the Commission shall report back to Finance Committee and/or City Council within thirty days of the passage of Resolution No. 230475.
