Approving implementation of a Kansas City Municipal Identification Card Program, or "Fountain Card" Program, to be managed by the Health Department; authorizing the Director of Health to formulate rules and regulations for the municipal identification program; appropriating monies; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, on March 23, 2023, the City Council passed Resolution No. 230230 that directed the City Manager to create a municipal identification program and report back to the Council within 90 days on any regulatory changes or funding needed to effectuate the program; and

WHEREAS, a municipal identification program can cultivate increased sense of belonging and community across a city and can make it easier for residents to access municipal and regional services where identification or proof of residency may be required, including solid waste drop-offs, water services, prescription drug discounts, community centers, public transit, and libraries; and

WHEREAS, as directed in the resolution, the Health Department worked with departments and agencies such as the Public Works Department, the Kansas City Public Library, the Mid-Continent Library and others to create an initial "Municipal ID Framework" that includes procedures and guidelines for the municipal identification card program, including a list of acceptable documentation for identification and residency; and

WHEREAS, the Health Department has obtained an agreement with a local banking institution, WeDevelopment Credit Union, to allow the Fountain Card to be used as identification to open a bank account; and

WHEREAS, the Health Department will continue to evaluate and expand other possible opportunities for local services and agencies that will accept the Fountain Card as proof of identification; and
