WHEREAS, in August of 2012, the voters of Kansas City, Missouri overwhelmingly approved a half-cent sales tax increase, in perpetuity, to benefit parks and community centers; and

 

WHEREAS, the Parks Sales Tax Fund provides the complete funding source for the Engineering, Planning, and Design Services Division of the Kansas City’s Parks and Recreation Department; and

 

WHEREAS, the Parks and Recreation Department provides soccer amenities at 9th & Van Brunt Athletic Fields and desires to upgrade the complex with synthetic turf sport surfacing, locker rooms, lighting, scoreboards, press box, and bleachers; and

 

WHEREAS, these upgrades align with the Parks and Recreation Department’s mission and goal of equity in health and wellness in the community; and

 

WHEREAS, the Director of the Parks and Recreation Department created and formed the 9th & Van Brunt Advisory Committee to provide guidance for the use and programming of the Athletic Fields at 9th and Van Brunt; and

 

WHEREAS, the Board of Parks and Recreation Commissioners passed Resolution No. 32320, approving the use of $3,000,000.00 from the Parks Sales Tax Fund to fund the improvements at 9th & Van Brunt Athletic Fields; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the sum of $3,000,000.00 is hereby appropriated from the Unappropriated Fund Balance of Fund No. 2030, Parks Sales Tax Fund, to the following account:

Section 2.  That the Parks and Recreation Department shall retain ownership and exclusively manage, program. and maintain the fields and amenities at 9th and Van Brunt Athletic Fields and the programming; and the Parks Department will annually budget for field maintenance in the amount of $42,000 a year for 15 years.

 

Section 3.  Directing the Parks and Recreation Director  to implement a use policy at the 9th and Van Brunt Athletic Fields that prioritizes affordable youth programming and neighborhood access to the facility.

 

Section 4. Directing the Parks and Recreation Director to ensure that the 9th & Van Brunt Advisory Committee meet at least twice a year.

 

Section 5. Directing the Parks and Recreation Director to include as a member of the newly formed 9th & Van Brunt Advisory Committee a person from the Lykins Neighborhood Association; and a member from the Lykins Neighborhood selected by the 3rd District Councilmembers.
