RESOLUTION - Directing the City Manager to develop a plan to provide adequate transportation and other job access support to KCI for neighborhoods experiencing high poverty rates; to include strategies for funding that meet FAA requirements; evaluate for consistency with other legal requirements; and report the plan back to Council within 180 days.

WHEREAS, the City, owns, operates and maintains the Kansas City International Airport, including the new single terminal ("Airport" or "KCI"); and

WHEREAS, the City, as the Airport's "sponsor," is subject to various federal laws and regulations, as well as grant covenants associated with acceptance of federal financial assistance under the Airport Improvement Program, including a prohibition against revenue diversion; and

WHEREAS, the Aviation Department provides numerous opportunities for employment in a variety of fields; and

WHEREAS, the Aviation Department currently has a position vacancy rate of 23.4% which reflects the nationwide shortage of skilled and available workers to perform work necessary for the operation and maintenance of the Airport; and

WHEREAS, facilitating transportation between neighborhoods experiencing a high rate of poverty and the Airport will improve opportunities for residents to obtain employment with the Aviation Department and reduce the Aviation Department's position vacancy rate; and

WHEREAS, facilitating transportation between neighborhoods experiencing a high rate of poverty and the Airport will directly relate to and benefit the Airport by enhancing opportunities for residents to work at KCI, increasing the pool of potential job applicants, minimizing labor shortages, and removing barriers from disadvantaged communities to participating in the employment opportunities with the Aviation Department; and
