Approving the recommendations of Arterial Street Impact Fee District A Committee; appropriating $1,898,930.60 from the Unappropriated Fund Balance of the Arterial Street Impact Fee Fund to accounts in the Arterial Street Impact Fee Fund; authorizing the Public Works Director to enter into a Funding Agreement with Port KC in the amount of $1,698,930.60 for North Mexico City Avenue construction; and a Funding Agreement with the Tax Increment Financing Commission in the amount of $200,000.00 for North Platte Purchase Drive conceptual roadway plans; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, on February 5, 2024, the Arterial Street Impact Fee District A Committee recommended allocating $1,698,930.60 for the construction of North Mexico City Avenue from Northwest 132nd Street to Northwest 136th Street; and

 

WHEREAS, on February 5, 2024, the Arterial Street Impact Fee District A Committee recommended allocating $200,000.00 for the conceptual design of North Platte Purchase Drive from Northwest 104th Street to Northwest 95th Street; and

 

WHEREAS, Port KC is the recipient of a Missouri ARPA Industrial Site Development Grant for infrastructure improvements which includes North Mexico City Avenue and impact fee allocations for this project will provide gap funding for construction of the project; and

 

WHEREAS, North Platte Purchase Drive is in the Platte Purchase TIF boundary and plan and impact fee allocations for this project will accelerate the design and construction schedule and NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the recommendations of the Arterial Street Impact Fee District A Committee for project allocations in the Impact Fee District are hereby approved.

 

Section 2. That the sum of $1,898,930.60 is hereby appropriated from the Unappropriated Fund Balance of the Arterial Street Impact Fee District A fund to the following accounts:

 

24-24-30-897241-B-89008977                                          North Mexico City Avenue                                           $1,698,930.60

24-2430-897241-B-89008980                                                               North Platte Purchase Drive                                                200,000.00

                                                                                                                                                   TOTAL:                                                                $1,898,930.60

 

Section 3. That the Director of Public Works is the requisitioning authority for account 24-2430-897241.

 

Section 4. Authorizing the Director of Public Works to execute a Funding Agreement with Port KC in the North Mexico City Avenue project for $1,698,930.60 from funds hereby appropriated to account 24-2430-897241-B- 89008977.  A copy of the agreement is on file in the Public Works Department.

 

Section 5. Authorizing the Director of Public Works to execute a Funding Agreement with the Tax Increment Financing Commission in the North Platte Purchase Drive project for $200,000.00 from funds hereby appropriated to account 24-2430-897241-B- 89008980.  A copy of the agreement is on file in the Public Works Department.

 

Section 6. That this ordinance, relating to the design, repair, maintenance, or construction of a public improvement, is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(D) of the City Charter and shall take effect in accordance with Section 503, City Charter.
