WHEREAS, Resolution 140182 directed the City Manager to cause specific projects to be submitted to the Mid-America Regional Council (MARC) as applications for FY 2017 & 2018 Surface Transportation Program (STP), FY 2015-2018 Congestion Mitigation/Air Quality Program (CMAQ) and FY 2014-2018 Transportation Alternatives Program (TAP) funding and the City received a $500,000.00 TAP Grant to eliminate the bicycle and pedestrian crossing barrier created by US 169 near the former Metro North Mall area; and

WHEREAS, the City still needed additional funds to construct the project and the Missouri Department of Transportation (MoDOT) administers a Cost Share Program that provides financial assistance to public and private applications for state highways and bridge projects that satisfy a transportation need; and

WHEREAS, Resolution 200176 stated City Council support for improvements to the US 169 Overpass for Segment 10 of the Route 152 Trail and directed the City Manager to work with the Missouri Department of Transportation to prepare applications for the MoDOT Partnership Development Cost Share Program; and

WHEREAS, the cost share application was successful and MoDOT has approved cost share funds not to exceed $1,059,392.00 for the US-169 Pedestrian Trail Overpass in state fiscal year 2024 bringing federal and state funding to approximately two thirds of the project cost with the remaining project costs to be funded by Council District 2 PIAC or Tax Increment Financing funds from neighboring TIF plans; and NOW, THEREFORE
