Accepting and approving a one-year award from Nurture KC to receive capacity grant funding in the amount of $44,900.00 to support the Nurse-Family Partnership (NFP) home visiting program; appropriating and estimating the sum of $44,900.00; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, this funding will enable the Kansas City, Missouri Health Department to continue implementing the NFP program while participating in the Promise 1000 system of care. Promise 1000 is a regional collaborative that supports and advances evidence-based early childhood home visiting programs; and
WHEREAS, the grant provides funding to support NFP nurse home visitors, as well as the NFP program’s infrastructure for intake, referral, and quality improvement; and
WHEREAS, the Kansas City, Missouri Health Department will deliver standard NFP model home visits to eligible families, use the Promise 1000 centralized database for documentation and reporting, and participate in collaborative meetings, quality improvement activities, and systemwide referral coordination; and
WHEREAS, the NFP program is an evidence-based community health program serving low income mothers where each family partners with a registered nurse (RN) early in pregnancy and receives bi-weekly home visits through the child’s second birthday; and
WHEREAS, NFP is nationally recognized for improving maternal health, child development, and long-term family self-sufficiency; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY
Section 1. That a $44,900.00 agreement between the City of Kansas City, Missouri, acting though its Director of Health, and Nurture KC, will provide funding to continue implementation of the Nurse-Family Partnership (NFP) program for the period beginning July 1, 2026, through June 30, 2027, for an amount not to exceed $44,900.00 is hereby accepted and approved. A copy of the grant award, in substantial form, is on file with the Director of Health.
Section 2. That revenue in the following account of the Health Grants Fund is hereby estimated in the following amount:
27-2480-500001-479885-PROMISE27 Promise 1000 $44,900.00
Section 3. That the sum of $44,900.00 is hereby appropriated from the Unappropriated Fund Balance of the Health Grants Fund in the following account:
27-2480-505089-C-PROMISE27 NFP Promise 1000 $44,900.00
Section 4. That the Director of Health is hereby authorized to expend the sum of $44,900.00 from funds previously appropriated to Account No. 27-2480-505089-PROMISE27.
Section 5. That this ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter in that it appropriates money and shall take effect in accordance with that section.
