Authorizing the Director of General Services to execute the Second Addendum to the Lease with Hunt Midwest Real Estate Development, Inc., extending the lease for 8250 N.E. Underground Drive, Kansas City, Missouri, an additional ten (10) years; and directing the City Manager That the City Manager is hereby directed to submit an amount sufficient to meet the annual obligation of the Second Addendum to the Lease.

WHEREAS, on August 23, 2018, a fire occurred at 5300 Municipal Avenue that caused fire and water damage to the building and its contents including the KCPD evidence room; and
WHEREAS, to minimize the property damage and to properly secure all KCPD evidence, the City relocated such evidence into another satisfactory leasehold space so that the remediation efforts may continue with all deliberate speed; and
WHEREAS, pursuant to Ordinance No. 180679, the City entered into a lease with Hunt Midwest Real Estate Development, Inc., for an eight-year term, for 8250 N.E. Underground Drive on August 30, 2018, Kansas City, Missouri (the “Lease”); and
WHEREAS, such lease was extended by a First Addendum to the Lease Dated May 24, 2022; and
WHEREAS, the aggregate rental expenditure for the duration of the entire term of the Lease will be $2,728,552.00; and
WHEREAS, City Council has previously appropriated funds for the rent amounts due under the Lease for Fiscal Year 2026-2027; and
WHEREAS, the City seeks to extend the Lease an additional ten (10) years through a Second Addendum to the Lease; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the Director of the Department of General Services is authorized to execute a $2,728,552.00 Second Addendum to Lease with Hunt Midwest Real Estate Development, Inc., for a ten (10) year term, at 8250 N.E. Underground Drive, Kansas City, Missouri to provide space for KCPD evidence storage using funds previously appropriated in Account No. 27-1000-071719-619050 (General Fund-Police Facilities-Lease Payment).
Section 2. That the City Manager is hereby directed to submit an amount sufficient to meet the annual obligation of the Second Addendum to the Lease described in Section 1 in the FY27-28 annual budget.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
