RESOLUTION - Adopting the Kansas City Vision Zero Action Plan with a goal of eliminating traffic deaths and serious injuries by 2030; directing the City Manager to submit a grant application for the USDOT Safe Roads and Streets for All Grant; and expressing the Council’s intent to provide a 20% match if the City secures the Grant.

WHEREAS, the City Council recognized Vision Zero as the endorsed approach toward reaching this goal through Resolution No. 200019 in May 2020; and

 

WHEREAS, the City Manager convened a Vision Zero Task Force composed of representatives of the Public Works Department, City Planning and Development Department, Office of the City Manager, Parks and Recreation Department, Neighborhoods and Housing Services Department, Water Services Department, Fire Department, Police Department, and other relevant departments, external agencies, and committees; and

 

WHEREAS, the Vision Zero Action Plan puts equity at its forefront, striving to impact the most vulnerable and dependent users of the most dangerous parts of the transportation network to improve the health and well-being of those traveling on streets in the City of Kansas City, and the Plan calls on the City to focus on the safety discrepancies in transportation disadvantaged areas; and

 

WHEREAS, a prioritized project list of six intersections, ten leading pedestrian intervals, fifty traffic calming locations, and fifteen miles of protected bicycle lanes are being implemented; and

 

WHEREAS, the crash data has been used to create a high injury network map and this has been incorporated into the capital improvement planning process; and

 

WHEREAS, there is recognition in the Vision Zero Action Plan that engagement is never done and must be continued on Vision Zero approaches even after adoption of this plan; and

 

WHEREAS, there has been positive public and outside agency feedback on the formation of the plan; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the Kansas City Vision Zero Action Plan which prioritizes sidewalk improvements in the areas identified on the project list is hereby adopted. A copy of the Plan is available in the Office of the Director of Public Works.

 

Section 2. That the City Manager is directed to submit a grant application following the Vision Zero Action Plan strategies for the USDOT Safe Roads and Streets for All Grant.

 

Section 3. That the Council expresses its intent to provide a 20% match if the City receives the USDOT Safe Roads and Streets for All Grant.
