Authorizing the City Manager to enter into a Funding Agreement with the Planned Industrial Expansion Authority of Kansas City, Missouri for the demolition of the Weld Wheel building.

WHEREAS, Council previously approved Ordinance No. 48681, declaring the area generally encompassed by the Missouri River to 25th Street, State Line to the Bluffs (the “Plan Area”) blighted; and
WHEREAS, on April 7, 1978, Council approved Ordinance No. 48892, approving the Planned Industrial Expansion Authority (“PIEA”) Central Industrial Development Project Plan for the Plan Area; and
WHEREAS, On June 30, 2022, Council passed Ordinance No. 220555 rezoning an area of approximately 21.85 acres generally located in the Plan Area to a District UR; and
WHEREAS, On November 10, 2022, the Council passed Committee Substitute for Ordinance No. 220977 appropriating $2,600,000.00 from the Unappropriated Fund Balance of the General Fund for building demolition; and
WHEREAS, On December 15, 2022, the Council, by passage of Ordinance No. 221064, approved the Predevelopment Agreement with West Bottoms - Propco Master, LLC, which was executed by the parties on January 12, 2023; and
WHEREAS, the Predevelopment Agreement provided that the City would assist in blight remediation and demolition of the Weld Wheel Building, located at Block B, Lot 1 and Lot 2 in the Plan Area; and
WHEREAS, the City wishes to enter into an Agreement with the PIEA to provide the funding for the demolition of the Weld Wheel Building and execute a funding agreement therefor; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Manager is authorized to execute the Funding Agreement with the PIEA for the demolition of the Weld Wheel Building. A copy of the Funding Agreement in substantial form is attached hereto and on file in the City Manager’s Office.
