Recognizing retired U.S. Navy Commander, Carlton Philpot, for his service to our country, community and his efforts in getting recognition for African American military men and women.

WHEREAS, Commander Carlton Philpot was inducted into the Fort Leavenworth Hall of Fame on May 10th for more than three decades of commitment to recognizing the contributions and honorable service of African American military units and individuals; and
WHEREAS, of the 121 inductees in the Hall of Fame, Commander Carlton Philpot is the first navy inductee; and
WHEREAS, Commander Philpot served as the volunteer Chairman and Project Director of the Buffalo Soldier Educational and Historical Committee and spearheaded the erection of 8 monuments, 7 of which reside in the Buffalo Soldier Monument Park on Fort Leavenworth; and
WHEREAS, Commander Philpot’s proudest achievement is the monument honoring General Colin L. Powell, the first Black Chairman, Joint Chiefs of Staff and Secretary of State, and originator of the Buffalo Soldier Monument, dedicated in 2014; and
WHEREAS, Commander Philpot led the national campaign to obtain the first Buffalo Soldier Commemorative Stamp in 1994 and the naming of the CW04 Harry Hollowell residential area on Fort Leavenworth; and
WHEREAS, Commander Philpot is a longtime Northland resident that served as an instructor at the Command and General Staff College from 1989-1994, and after retirement from the Navy, he started the first Navy JROTC at the Job Corps Center in Excelsior Springs; and
WHEREAS, Commander Philpot has brought long overdue recognition to the women of the 6888th Central Postal Directory Battalion, the only predominantly Black Women’s Army Corps unit deployed overseas during WWII; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
That the Mayor and Council hereby recognize retired U.S. Navy Commander, Carlton Philpot, for his service to our country, community and his efforts in getting recognition for African American military men and women; and
BE IT FURTHER RESOLVED that this Resolution be spread upon the Minutes of the Council in testimony thereof and that a copy hereof be presented to Commander Carlton Philpot with the appreciation of the Mayor and Council for his many years of dedicated service and to their wishes on a full and happy retirement.
