Authorizing acceptance of Federal Emergency Management Agency grant funds passed through from the Missouri State Emergency Management Agency from the Fiscal Year 2025 Emergency Management Performance Grant in the amount of $93,793.88; estimating revenue and appropriating the sum of $93,793.88 to the General Grants Fund; adjusting appropriation in the General Fund to account for the dollars charged to the grant and the grant match; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, the Emergency Management Performance Grant is a 50/50 cost share for administrative expenses and includes a requirement to expend at least 25% on planning activities; and
WHEREAS, these funds will be used to offset emergency management staff salaries, and
WHEREAS, the City match of $93,793.88 that was a portion of the match was expended in FY2026 and the remaining match of $21,489.44 will come from existing appropriations for the operating budget of the Emergency Operations Center in account string 1000-105430-A-G10EMPG25; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That the City Manager is hereby authorized to accept grant funds from the Missouri State Emergency Management Agency for the FY25 Emergency Management Performance Grant (EMPG) in the amount of $93,793.88.
Section 2. That revenue in the General Grants Fund is hereby estimated in the following amount:
