Reducing appropriations in the amount of $614,812.00 from the Frank Vaydik Park GO Bond project account; and appropriating $614,812.00 to the Line Creek Community Center GO Bond project account to fund replacement of the existing ice system.

WHEREAS, the City of Kansas City, Missouri (the “City”), is authorized under the provisions of Article VI, Section 26 of the Constitution of Missouri, 1945, as amended, and its charter (the “General Obligation Bond Law”) to incur indebtedness and issue and sell general obligation bonds of the City to evidence such indebtedness for lawful purposes, upon obtaining the approval of the required majority of the qualified electors of the City voting on the question to incur such indebtedness; and
WHEREAS, the Line Creek Community Center Ice System project located within Council District 2 was advertised for design-build construction bids Proposals for the Line Creek Community Center Ice System Design-Build project were received on July 22, 2026. Modern Mechanical Ice Systems received the highest evaluation score and submitted a price proposal of $3,614,812.00; and
WHEREAS, the Line Creek Community Center Ice System project available budget is $3,000,000.00, which is insufficient to fund the construction contract; and
WHEREAS, the Frank Vaydik Park Concession Stand/Restroom project account within Council District 2 has available funding that could supplement the Line Creek Community Center Ice System GO Bond project account for the required amount; and
WHEREAS, the Line Creek Community Center Ice System GO Bond project is located within the same Park as the Frank Vaydik Park GO Bond project; and
WHEREAS, the 2022 GO Bond for Frank Vaydik Park concession and restrooms at ballfields had an asset rating of 73 in FY26; and
