RESOLUTION - Directing the City Manager to identify funds and proceed with neighborhood improvement projects in the Westside Hispanic Community.

WHEREAS, the Westside is a community located in the far western region of Kansas City, Missouri near the intersection of the Missouri and Kansas Rivers; and
WHEREAS, the area is a historically diverse, multicultural area with Latino and Mexican-American influences; and
WHEREAS, the Westside is a historic, but aging area in need of expedient and necessary investments to revitalize, upkeep, and improve the neighborhood infrastructure and local community meeting spaces and centers; and
WHEREAS, investments and commitments of improvement to be made in the Westside are needed to allow the area to better serve the residents, visitors, and businesses; and
WHEREAS, the City of Kansas City, Missouri is committed to identifying and mandating funds to improve and restore the aging infrastructure and community spaces in the Westside Hispanic Community; NOW, THEREFORE,
BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the City Manager is directed to identify funds regarding the following neighborhood improvement projects to:
a. Reconstruct and replace the Westside Fountain located at Southwest Boulevard and Summit Street;
b. Provide funding to the Tony Aguirre Center, 2050 W. Pennway Street, Kansas City, Missouri 64108, for on-going improvements;
c. Provide the Tony Aguirre Center, 2050 W. Pennway Street, Kansas City, Missouri 64108, with a water pool heater and filter;
d. Restore and renew the Jarboe Park pool, 1640 Jarboe Street, Kansas City, Missouri 64108 tentatively by summer 2023.
Section 2. That the City Manager understands that time is of the essence and is further directed to schedule regular meetings with the Board of Parks and Recreation Commissioners, Parks and Recreation Department’s staff and Westside Community Leaders to provide a timeline and discuss status in order to assure that each project is completed in the most expedient way possible.
Section 3. That by adoption of this Resolution, the City Manager is directed to present a financial plan to address these issues set forth herein and to report back to Council with a report identifying the City’s other neighborhood infrastructure and local community meeting spaces and centers that are in need of revitalization, upkeep and improvement and the costs necessary for such revitalization, upkeep and improvement.
