Appropriating $1,873,000.00 from the Unappropriated Fund Balance of the KCATA Sales Tax Fund to the KCATA Sales Tax account; authorizing the Director of Public Works to enter into an agreement not to exceed $1,873,000.00 with the Kansas City Area Transportation Authority (KCATA) to provide additional funding to KCATA for enhanced security until April 30, 2023; directing the City Manager to report to Council as to the City’s ability to provide enhanced security funding in the KCATA 2023-2024 budget allocation within 30 days; and recognizing this ordinance as having an accelerated effective date.

WHEREAS, KCATA and the City seek to provide the highest levels of transportation service possible to the citizens of Kansas City; and

 

WHERES; the safety and security of KCATA drivers and passengers is paramount; and

 

WHEREAS, KCATA is experiencing increased safety concerns and driver shortages, and has requested additional funding in the amount of $3,549,000.00 from the City in order to help address those issues; and

 

WHEREAS, the City desires to immediately assist KCATA in enhancing current security by providing funding for the hiring of two additional Kansas City Police Department officers and twenty-four additional licensed security officers through the end of the fiscal year; and

 

WHEREAS, the City Council is interested in exploring the potential for expanded security funding in the 2023-2024 fiscal year; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1.  That $1,873,000.00 is hereby appropriated from the Unappropriated Fund Balance to the following accounts:

 

23-2290-692000-645100                                                               KCATA Operations                                                               $1,873,000.00

                     

Section 2.  That the Director of Public Works is hereby authorized to enter into an agreement with the Kansas City Area Transportation Authority to provide funding for enhanced security measures on KCATA buses and routes until April 30, 2023. A copy of the agreement is on file in the office of the Director of Public Works.

 

 

Section 3.                     That the City Manager is hereby directed to report to Council within 30 days as to the City’s ability to provide enhanced security funding in the KCATA 2023-2024 budget allocation.

 

Section 4.                     This ordinance is recognized as an ordinance with an accelerated effective date as provided by Section 503(a)(3)(C) of the City Charter in that it appropriates money, and shall take effect in accordance with Section 503, City Charter.
