Authorizing the Director of Health to enter into contracts with area health centers to include Kansas City CARE Clinic, Northland Health Care Access, Samuel U. Rodgers Health Center, Swope Parkway Health Center, Children’s Mercy Hospital, and Truman Medical Center, to provide primary health care services to uninsured residents in Kansas City, Missouri; authorizing the Director of Health to extend the term of the contracts or increase the total contract dollar amounts upon need and appropriation without further Council approval; and establishing an effective date.

WHEREAS, this ordinance authorizes contracts with various health centers and hospitals to provide primary health care services to uninsured residents; and
WHEREAS, this ordinance shall have an effective date of May 1, 2023; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That contracts between the City of Kansas City, Missouri, acting through its Director of Health, and Kansas City CARE Clinic, Northland Health Care Access, Samuel U. Rodgers Health Center, Swope Parkway Health Center, Children’s Mercy Hospital, and Truman Medical Center, for the provision of primary health care services to the City’s uninsured residents for the period beginning May 1, 2023, through April 30, 2024, to be paid from funds previously appropriated to the Health Levy accounts listed below, are hereby accepted and approved. Copies of these contracts, in substantial form, are on file with the Director of Health.

Section 2. That the Director is hereby authorized to extend the term of these contracts without further Council approval and that the Director is also hereby authorized to amend these contracts to increase the total contract dollar amounts contingent upon the need and availability of appropriated funds.
Section 3. That this ordinance shall have an effective date of May 1, 2023.

I hereby certify that there is a balance, otherwise unencumbered, to the credit of the appropriation to which the foregoing expenditure is to be charged, and a cash balance, otherwise unencumbered, in the treasury, to the credit of the fund from which payment is to be made, each sufficient to meet the obligation hereby incurred.
